GURGAON: An MCG review of key road development work has revealed delays and stalled projects, raising concerns about the pace of the city’s civic infrastructure development. Records showed six road construction and recarpeting projects awarded to two contractors, Sachin Bansal and Ravindra India Projects Pvt Ltd, are running way behind their deadlines, with some projects delayed by more than a year. MCG commissioner Pradeep Dahiya said the corporation has issued notices to the contractors.Work on bituminous macadam and bituminous concrete layers on 10-metre-wide roads in Sector 46, which started in July last year, was scheduled to be completed by April this year. Records show only about 5% of the project has been completed so far, prompting MCG to impose a penalty of Rs 1.4 crore on the contractor (Ravindra India Projects Pvt Ltd) for the delay. Recarpeting work in Sector 39 has shown just 5% completion, even though the contract dates back to Jan 2025. The work order was issued on Jan 23, 2025, with a completion deadline of July 22, 2025. MCG issued three notices to the contractor in Nov and Dec last year over the slow progress. A fourth notice imposing 10% liquidated damages was issued later. A project to recarpet 18-metre and 10-metre roads in Sector 57 progressed about 40% despite release of the first running bill of Rs 1.25 crore, officials said.They said the rainy season and restrictions under the Graded Response Action Plan (GRAP) between Oct 2025 and Jan 2026 delayed the project, which is now expected to be completed by May 31, 2026. Reconstruction of internal roads in sectors 55 and 56, awarded to Bansal, has seen only about 15% progress despite an extension till May 15 this year. MCG officials said no payment has been released to the contractor so far due to the slow pace of work. Delays have also been flagged in projects in Sector 23A and Sector 21, both handled by Bansal. In Sector 23A, laying BM and BC layers on roads from 10 to 18 metres in width has seen 65% progress so far. MCG issued two notices in Jan, followed by a third notice in March imposing 10% liquidated damages.“The contractor completed over 60% of the work, and we have been pursuing the issue for the last nine months. The contractor has clearly violated the stipulated timeline to complete the project. We raised the issue at Samadhan Shivir, but to no avail,” said Bhawani Shankar Tripathy, a resident of Sector 23A.In Sector 21, recarpeting works in pockets B, C, and D started in Nov 2025 and were scheduled to be completed by May 28, 2026. MCG records show only about 15% of the work has been done. Officials issued the first notice to the contractor earlier this month. The contractors could not be reached for comment.
