After a high-stakes meeting in Florida between U.S. and Ukrainian officials, the White House is now sending its special envoy to Moscow for face-to-face talks with Vladimir Putin and voicing optimism. It comes as Russia targeted Ukrainian troops and civilians in Kyiv over the weekend, killing one person and wounding others, including children, according to local officials.
